From the dawn of human history until today, a person's occupation has directly influenced their social standing, their integration in society, how others see them and how they regard themselves. Even more so, is the importance to a disabled person of being employed in a company that treats them with due respect, without any discrimination, and grants them equal opportunities. Although the legislator has ruled in the law of equal opportunities "Every person is entitled to work, the free choice of their work, just and fair terms of employment, and protection against unemployment", in practice the reality is very different – as my own bitter experiences shows. I am 37, with poor eyesight since birth. I worked for years in different posts both salaried and self-employed. During the last three years, while finishing a degree in management at the Open University, I have been unable to find any reasonable work, despite countless attempts and novel ideas for looking for work. I also used my university studies to investigate the connection between the freedom of employment of disabled people and the economic feasibility of employing them. I was surprised to discover that while in the US 57% of disabled people of employable age are employed, in Israel the reality is gloomy – only 15.6%. That's to say that in the US, where economic feasibility is a by-word, it pays to employ disabled people. In fact, American research shatters the main myths about employing the disabled, finding that:

  1. Disabled workers are not absent from work more than other workers.

  2. 90% of disabled workers produced at least the required output, compared to 95% of other workers.

  3. Disabled workers don't tend to be involved in accidents more than other workers.

  4. Disabled workers don't tend to get sick more than other workers.

In the US, many leading companies attribute a great deal of their success to their employment of a diverse workforce including the disabled. For example, American airline companies saved 20% of recruitment costs by utilizing nonprofit partners to recruit the disabled.

The main reasons for employing disabled people are:

  1. They have the ability to solve problems because they are experts in finding creative ways to perform tasks that others take for granted, through coping with daily limitations.

  2. Disabled people have proved themselves to be reliable, devoted, diligent and productive.

  3. Many companies report that employing disabled people increases the motivation and efficiency of all the other workers in the company.

  4. It's cheaper to employ a worker who returns to work after rehabilitation from an accident than recruit and train a new worker.

  5. Disabled workers can help with effective marketing to the profitable market segment of disabled consumers.

In Israel, The National Insurance participates significantly in the special adjustment costs of the work station (up to 19,000 shekels). The problem is lack of awareness among the employers and the managers responsible for hiring workers. In practice, it turns out that most of the adjustments needed are in mental attitude (for example flexibility in working days) and 47% have no need at all for special adjustments. The National Insurance also helps to train workers (for example, in financing my first degree at the university). In addition, they run a joint project with Akim to integrate the mentally retarded at the workplace. Shlomi, the owner of Pizza Pazza in Ibn Gvirol street in Tel Aviv, who employs retarded workers, says that from his experience "It took me about two years to train the workers and find them a suitable niche, but I'm pleased and they too are pleased. They are good and loyal workers. The customers, who are aware that the waiters sometimes make a mistake in serving the dish, are understanding and explain the error to the waiters."

We must also ensure fair terms of employment for disabled people. "Equal pay for equal work" says the equal opportunities law, but sometimes small employers try to profit through exploiting the disabled who are looking for work, and I personally experienced this.

Sometimes it's not worthwhile at all for the disabled to work because of what I call "The trap of fear and the loss of the safety net". Many disabled people are afraid that if they start working, their employer will fire them, and in the meantime they will lose their disability allowance - 'the safety net'. As a result they doom themselves to a life of poverty and don't work, fearful of the difficulty of competing to get a job, and passing the entrance exams. Every time I approach an assessment center, I hesitate, whether to expose my problem and ask for the concessions that I am entitled to and risk torpedoing myself at the very beginning, or to keep silent and try and get through the difficult exams with the hope of succeeding.

The National Insurance organization should run a campaign to increase employer's awareness of why it is worthwhile to employ disabled workers. In addition, the wage ceiling (for not losing the disability allowance) should be raised and the time limit for receiving the disability allowance extended to six months, until the worker is settled in the job.

We, the readers can also help to change the mistaken mentality at our own places of work, and by trying to help acquaintances with disabilities to be accepted for work, that they are qualified for despite their disability.

Employers and senior managers should remember, "You are hiring a person and his ability to do the work, not his disability".

משחר היווצרות המין האנושי ועד היום, היתה השפעה ישירה בין משלח ידו של האדם לבין מעמדו החברתי, שילובו בחברה ואיך הוא נתפס בעיני אחרים ובעיני עצמו.

על אחת כמה וכמה, יש חשיבות לאדם עם מוגבלות ,לעבוד בחברה ושיתייחסו אליו בכבוד הראוי, ללא הפליה, תוך שוויון הזדמנויות.

אומנם, המחוקק קבע בחוק שוויון הזדמנויות: "כל אדם זכאי לעבודה, לבחירה חופשית של עבודתו, לתנאי עבודה צודקים והוגנים ולהגנה מפני אבטלה.", אבל בפועל המציאות שונה.

באופן אישי, חוויתי זאת על בשרי.אני בן 37 וכבד ראייה מלידה. עבדתי במשך שנים בתפקידים שונים, הן כשכיר והן כעצמאי. בשלוש השנים האחרונות תוך כדי סיום תואר בניהול באוניברסיטה הפתוחה, לא הצלחתי למצוא עבודה טובה, למרות אינספור ניסיונותיי ורעיונותיי המקוריים לחיפוש עבודה.

גם בלימודיי באוניברסיטה, חקרתי את הקשר בין חופש העיסוק של אנשים עם מוגבלות לכדאיות הכלכלית של העסקתם. גיליתי, להפתעתי שבעוד שבארה"ב 57% של אנשים עם מוגבלויות (בגילאי תעסוקה ) מועסקים, הרי בישראל המציאות עגומה - רק 15.6%. כלומר,בארה"ב, הדוגלת בכדאיות כלכלית, משתלם להעסיק אנשים עם מוגבלות. למעשה, מחקרים אמריקאים מפריכים את המיתוסים העיקריים לגבי העסקת אנשים עם מוגבלות, ונמצא כי :

  1. עובדים נכים לא נעדרים יותר מהעבודה מעובדים אחרים.

  1. 90% מהעובדים הנכים עמדו לפחות ברמת התפוקה הנדרשת לעומת 95% מעובדים אחרים.

  1. עובדים נכים לא נוטים להיקלע לתאונות יותר מאשר עובדים אחרים .

  1. עובדים נכים לא נוטים להיות חולים יותר מעובדים אחרים.

 

בארה"ב, חברות מובילות רבות, מייחסות חלק גדול מהצלחתן להעסקת כוח עבודה מגוון הכולל אנשים עם מוגבלויות.

למשל, חברות תעופה אמריקאיות, חסכו 20% בעלויות גיוס, על ידי שימוש בשותפים ללא מטרות רווח, שעזרו בגיוס עובדים עם מוגבלות.

הסיבות העיקריות להעסקת אנשים עם מוגבלויות:

  1. יש להם יכולת לפתרון בעיות, כי הם מומחים במציאת דרכים יצירתיות לביצוע משימות, שאחרים לוקחים אותן כמובן מאליו, עקב המגבלה איתה הם מתמודדים ביום יום.

  2. אנשים עם מוגבלויות הוכיחו עצמם כאמינים, מסורים, שקדנים ויצרניים.

  3. עסקים רבים מדווחים, שהעסקת אנשים עם מוגבלויות, מגבירה את המוטיבציה והיעילות של כל העובדים האחרים בחברה.

  4. יותר זול להעסיק עובד שחזר משיקום עקב תאונה מאשר לגייס ולאמן עובד חדש .

  5. עובדים עם מוגבלות עוזרים לשווק טוב יותר לקהל לקוחות עם מוגבלויות, שהוא פלח שוק רווחי.

בישראל, מסתבר שהמוסד לביטוח לאומי, משתתף באופן משמעותי בעלויות של התאמות מיוחדות לעמדת העבודה (עד 19,000 שח). הבעיה היא חוסר מודעות בקרב מעסיקים ומנהלים בחברות האחראים על גיוס העובדים. בפועל נמצא כי רוב ההתאמות הן בגדר פתיחות מחשבתית (למשל גמישות בימי עבודה) ו – 47% כלל לא נזקקים להתאמה מיוחדת.

ביטוח לאומי עוזר בהכשרת עובדים (לדוגמא במקרה שלי מימון תואר ראשון). בנוסף הם מפעילים פרויקט, בשיתוף עם אקי"ם לשילוב נכים מוגבלים שכלית בעבודה. שלומי, בעליה של פיצה פצה באבן גבירול בת"א, מעסיק עובדים עם מגבלה שכלית ואומר מניסיונו: " לקח לי כשנתיים להכשיר את העובדים ולמצוא את הנישה המתאימה להם, אך אני מרוצה והם מרוצים, עובדים טובים ונאמנים. הלקוחות מודעים לכך וכשמלצר טועה בהגשת המנה, הם מבינים ומסבירים לו."

צריך גם לדאוג לתנאים הוגנים בהעסקת אדם עם מוגבלות ."שכר שווה לעבודה שווה", מהחוק לעיל. יש ניסיון לפעמים, על ידי מעסיקים קטנים לנסות להרוויח ולנצל על גבם של נכים המחפשים עבודה, דבר שחוויתי על בשרי.

לפעמים, לא כדאי לנכה לעבוד בכלל בגלל מה שאני מכנה: "מלכודת הפחד ואובדן רשת הביטחון". נכים רבים חוששים לצאת לעבודה, שמא המעסיק יפטר אותם, והם בינתיים יאבדו את קצבת הנכות "רשת הביטחון". לכן הם גוזרים על עצמם חיי עוני ולא יוצאים לעבודה מתחושת הפחד והקושי להתמודד בהשגת העבודה, ובעמידה במבחני קבלה. אני בכל פעם שניגש למרכז הערכה, מהסס האם לחשוף את הבעיה ולבקש הקלות שמגיעות לי ובכך אני עלול לשים לעצמי רגל כבר בפתיחה, או לא לגלות ולנסות לעבור את המבחנים עם הקשיים, בתקווה שאצליח.

י ש צורך בעריכת קמפיינים ע"י הביטוח לאומי, להגברת המודעות של מעסיקים בכדאיות העסקת אנשים עם מוגבלויות. בנוסף צריך להעלות את תקרת השכר ללא הפסד קצבת הנכות וצריך להאריך את משך הזמן לקבלת קצבת הנכות לחצי שנה, עד קליטת העובד וכדומה. ארגוני נכים יכולים לעשות דבר דומה לאחיהם האמריקאים ולשמש גם כמשרדי השמה בחינם ובכך לחסוך למעסיקים עלויות גיוס.

 

גם אנו הקוראים, יכולים לסייע במקומות עבודותינו לשנות את החשיבה המוטעית, לנסות לעזור למכרים נכים להתקבל לעבודה מסוימת, שהם כשירים אליה, למרות מגבלתם.

על מעסיקים ומנהלים בכירים לזכור: אתה שוכר אדם ואת יכולותיו לעשות את העבודה, לא את מגבלתו

منذ بزوغ الخليقة الانسانية وحتى اليوم كان هناك تأثير مباشر بين مهنة الانسان
وبين مركزه في المجتمع ,ودمجه في المجتمع وكيف الاخرين ينظرون اليه ,وكيف
هو ينظر الى نفسه
توجد أهمية لانسان مع عجز(مع إعاقة) أن يعمل في المجتمع وأن يبدوا الاحترام
الذي يستحقه بدون ظلم وافتراء ومع تساوي الفرص
ولكن البنود المسننة في قانون تساوي الفرص :لكل انسان له الحق في العمل وله
حرية اختيار عمله حسب مؤهلات عمل منصفة وعادلة حيث تحميه من البطالة .ولكن الواقع مختلف
من ناحية شخصية جربت ذلك على جسدي انا اليوم عمري 37 سنة وعندي صعوبة في الرؤية منذ الولادة وعملت في عدة وظائف مختلفة في سنوات سابقة كنت كمستقل وكعامل وفي الثلاث السنوات الاخيرة ومع انهائي للقب الاول في تخصص الادارة في الجامعة المفتوحة لم استطع ان انجح في ايجاد عمل جيد ومع ما لا نهاية من محاولاتي ومواضيع المعروفة لدي من اجل البحث عن عمل وكذلك في تعليمي الجامعي عملت بحث والذي يبحث عن العلاقة بين حرية التوظيف لاشخاص مع عجز معين ومع الجدوى الاقتصادية لتشغيلهم.اكتشفت ,وكانت مفاجأتي الكبرى أن في الولايات المتحدة 57%اشخاص مع عجز في جيل العمل يتم استيعابهم للعمل وتوظيفهم ولكن الواقع الاسرائيلي هو غير مستقيم اذ يوجد فقط 15.6%
الذين يعملون وهذا يقول أن الولايات المتحدة تكرم بجدارة من ناحية اقتصادية يلائمها جدا ان تشغل اشخاص مع عجز معين وفي نفس الوقت باحثين كثر امريكين يفندون الاساطير الاساسية حيال تشغيل
اشخاص مع عجز معين ولكن وجد:
عمال معاقين لا يميلون للتغيب كثيرا من العمل مثل باقي العمال
90% من العمال المعاقين وقفوا في درجة الانتاج المطلوبة وبالمقابل 95% من العمال الباقين
عمال معاقين لا يميلون للاصابة بحوادث عمل مثل باقي العمال الاخرين
عمال معاقين لا يمليون للاصابة بمرض معين مثل باقي العمال الاخرين
في الولايات المتحدة وشركات مشهورة جدا ينسبون قسم كبير من نجاحتهم الى انهم يقومون بتشغيل قوى عاملة متنوعة والتي تحوي بداخلها على اشخاص مع عجز معين
مثلا,شركات طيران امريكية توفر حوالي 20% من عمليات التجنيد وذلك عن طريق مشاركة مؤسسات غير ربحية والتي تساعد في تجنيد عمال مع عجز
الاسباب الاساسية لتوظيف عمال مع عجز معين:
يوجد لديهم قدرة على حل المشاكل وهم في الواقع اناس ذو قدرات عالية في تنفيذ المهام
وطبعا الاخرين يكون الامر بديهي بالنسة اليهم ومع هذا العجز هم يوجهون الامر يوميا
اشخاص مع عجز اثبتوا انهم مخلصين وافياء ,مواظبين ,ومبدعيين
اماكن عمل كثيرة تصدر تقارير اشغال اشخاص مع عجز معين تزيد من دافعية العمل وافادة العاملين الاخرين في الشركة
رخيص الثمن ان تشغل عامل بعد رجوعه من فترة النقاهة(من فترة التأهيل)يكون افضل من تجنيد عامل جديد وتأهيله
اشخاص مع عجز معين(معاقين) توجد لهم افضلية اذ هم يساعدون في التسويق للزبائن وللجمهوربشكل جيد ومع ان هذا السوق هو حرث ربحي
في اسرائيل يتضح أن مؤسسة التامين الوطني مشتركة بصورة مهمة في زيادة الملائمة الخاصة من اجل العمل حتى (19,000)شيقل المشكلة هي عدم وجود دراية وادراك في وسط المشغلين والمدراء وفي شركات مسؤولة (شركات قوى عاملة) التى تجند عمال وبالفعل الملائمات موجودة فقط في خط فكري (مثلا مرونة في العمل و47% غير محتاجين لملائمة خاصة .
التامين الوطني يساعد في تاهيل عمال (مثال في وضعي انا تمويل تعليمي الجامعي)وكذلك يعملون على اقامة مشاريع بمشاركة مؤسسة باسم أكيم والتي تدمج المعاقين والذين ايضا لديهم عجز عقلي في العمل
شلومي صاحب محل بيتسا في تل أبيب يعمل لديه عمال مع اعاقة عقلية ويخبرنا من تجربته
:اخذ معي وقتا ولمدة سنتين حتى استطعت تاهيل العمال لدي ولاعطاء الاجرة الملائمة لهم ولذلك انا فرح جدا وايضا هم كذلك هم عمال جيدون وافياء الزبائن مدركين للوضع اذ عندما يخطيء احدهم في تقديم الوجبة هم يتفهمون الامر ويقولون له .
يجب الاهتمام ببنود منصفة لتشغيل اشخاص مع عجز معين "اجر منصف وعمل منصف "من القانون الذي ذكر في السابق في بعض المرات توجود محاولات للمشغلين محدودين استغلال الوضع القائم من اجل اهدافهم واستغلال المعاقين الذين يبحثون عن عمل وهذا ايضا جربته على جسدي
وفي عدة مرات ليس من المحبذ للمعاق العمل بسبب ما اقوله "مصيدة الخوف وفقدان شبكة الامان " معاقين كثر يخافون الخروج للعمل حتى لا يطروده المشغل وهم في هذه الحال يفقدون مخصصات الاعاقة وشبكة الامان اذا هم يفضلون حياة الفقر على الخروج والعمل وذلك من الشعور في الخوف وصعوبة المواجهة في ايجاد عمل واجتياز امتحانات القبول انا في كل مرة اتقدم لمركز تقيم أتردد هل اكشف مشكلتي امامهم واطلب بعض التسهيلات التي استحقها وفي هذه الحالة انا اضع رجل واحدة في البداية او ولا اكشف الامر ومحاولا ان اجتاز امتحانات القبول مع المسنين مع امل ان انجح
هناك حاجة لتنظيم كمبين عن طريق التامين الوطني وزيادة الوعي للمشغلين لتوظيف اشخاص مع عجز وفي النهاية هناك حاجة لزيادة االاجرة للحد الاعلى وبدون خسارة مخصصات الاعاقة وكذلك يجب اطالة وقت قبول مخصصات العجز لمدة نصف سنة حتى يتم قبول العامل وهكذا تواليك .منظمات ومؤسسات العجز (المعاقين) يستطعون ان يفعلوا شيئا شبيها لاخوانهم الامريكين واستعمال المكاتب وتعين مجاني وهكذا يستطعون توفير للمشغلين مصاريف التجنيد
ونحن القراء نستطيع المساعدة في اماكن العمل الخاصة بنا وتغير الافكار المغلوطة وحتى محاولة ومساعدة اشخاص نعرفهم هم ذو اعاقة لديهم عجز في القبول للعمل او في واظيفة معينة وهم اصحاب كفاءة حتى ولو مع وجود اعاقة لديهم
على المشغلين والمدراء الكبار ان يتذكروا :انت توظف لديك انسان ذا قدرات عالية لاجل العمل ولكن ليس مع العجز الذي لديه

a Nigerians perspective

My name is Christopher Paul, bipedal disable born 31 years ago and a volunteer with ERCI. I attended my primary and secondary school in Pankshin LGA in Plateau State, Nigeria. After my secondary education I went to the Plateau State polytechnic in an attempt to study business administration but had to drop out as a result of reduced cash flow. I later discovered that I had artistic talent. This I developed and started practicing to keep body and soul together. At present I do not have a show room for my art works, but I sell my works through friends and well-wishers.
As a person with disability, you are faced with a lot of challenges most especially in a developing country such as Nigeria where there is no inbuilt safety net in the system. One needs extra courage to get by. The reason why I am saying this is that some disable people believe that disability is a total defeat in pursuing their dream. As a result, you see a lot of people with disability begging on our streets, because they think that is the only way to keep life moving.
Some of these physically challenged people that beg on the streets are blessed with one talent or the other but don’t have a starting point. If we could get people that will move around to visit them in their various places and let them know that disability is not a defeat in life we can do better than what we even dream of.
Take me for example I was only looking up to my art for survival but now after my interaction with ERCI hopefully I will one day be a film producer.

Hello Christopher Paul,
I really agree with the spirit that you are saying what you did. I think that some disabled people do see their disability as a defeat and don't see the ability in it.
I am glad that you see beyond the disability and try to achive your dream, I wish you will! It is important to us to achive our dreams, not only for ourselves, but to inspire other people, that it can be done! And what better than a disabled person who achived his dream to prruve it?

So I really hope you will do so and become the best producer you want to be.

About your studies, I don't know how things are in Nigeria, but I would tell you what I did here in Israel, we have a social security, it is a goverment office that pays some small amount of allowance money to a disabled person to help him in his life. They encourage disabled people to go and study a profession or a University degree...in order that the person could find a job later and they won't pay him allowance any more. They helped me and payed my degree in management (I am a low vision impared).
I just finish my degree in the Open University in Israel...do you this kind of university there/ I was working and studying in my own time, it took me 6 years to finish, now i have to give my last seminar and one more test and thats it.
Maybe you can check in your country about this 2 things and see if there is something simmiler there.

Thank you for your comment and wishes, my test is on Monday, so I am busy with it and I participate in going to schools to lecture kids about the blinds and other things that connected, because the Israeli blind center has a contribution day on Monday, so i see it as a mission, if i lecture and encourage the kids about it, more of them will voluntire, more money will be collected by them on Monday, more money to help blinds in many ways (special dogs, special computers and printers, etc).

I think that there is something amaizing in your situation, in Nigeria, because you aren't a developed country, yet, everything that you and other people like you will do, is new! you have the opportunity to establish organizations or an association that will help people with disability...
I didn't understan what is your disability?

I mentioned last time the Open University in Israel, I know they have students abraod, I will check for you if they have the books in English and not only in Hebrew, but in the UK-England and I am sure also, in the U.S.A there is an Open University there in English, and you could study in your own retheam (of money and ability) to have a degree in what you want....so it might be possible for you after all...check them on the web, I will check about the English in my University. What aria do you want to study?

I will be happy if you register me as a member of your group. You asked if I can explain what ERCI is all about. Well, Environmental Resources Conservation Institute (ERCI) it’s a non governmental organization founded by a volunteer board of trustees, and funded by private donors. The main thrust of its activities is the protection of the natural environment through encouraging a dynamic equilibrium between man and his environment. This is achieved through the promotion of community based sustainable, and participatory, environmental conservation projects to improve the utilization of existing natural resources, as well as improve the livelihood of those who depend on renewable natural resources.

על אנשים עם מוגבלות לחשוב באופן חיובי ולנסות למצוא עבודה, לא לסמוך רק על אחרים. עליהם ללמוד מקצוע שהם אוהבים ויכולים לעסוק בו עם הנכות ולעמוד על זכותם לעבוד. לא לפחד להסביר למעסיק בזמן הראיון שהוא/היא מסוגל/ת לבצע את העבודה למות המוגבלות.

המוסד לביטוח לאומי מסייע במענק מיוחד להתאמת סביבת העבודה לצורכי האדם. נכים מסוימים עושים עבודה בהתנדבות מפני שהם יכולים ליהנות מהזכות הזו. זוהי דרך אחרת מצוינת לעבוד, לתרום לחברה וליצור ערך בחיי כל אחד. העבודה הנה כלי לחיות בכבוד ולקיים יחסי גומלין עם הסביבה.

הצעד הבא עבורנו הנו להשפיע על המעסיקים באמצעות הממשלה כך שיבינו שהעסקת אשים עם מוגבלות חשובה וכדאית.

היה ברור שמציאת מקום עבודה (ויצירת שינוי) אינה פשוטה לאנשים עם מוגבלות – היא דורשת מוכנות להתגבר על קשיים שמקורם לא רק במוגבלות עצמה, אלא גם מכשולים שנוצרו בשל דעות קדומות והשקפות מוטעות בחברה ופחד לפגוש בהם ולהלחם להתגבר עליהם בלבבות האנשים עם מוגבלות עצמם. המהפכה האנושית הזו להמשיך בכל תנאי היא ההופכת אותנו אנושיים באמת.

אני באמת רואה שאייל צודק בכול דבר שהוא אמר לגבי האנשים עם הגבלות
כי החברה מסווגת ועדיין הוא מסווגת אתם בזווית ומתביישת מהם כאילו הם
לא אנשים נורמאליים ואין להם יכולת לעמוד במצבים או בעבודות קשים
אבל לפתע אתה רואה שיש להם יכולת לעבוד והם פעילים ועוד איך וגם מגיע

צריך להבין שיש בחברה האנושית רתיעה מהשונה ממך, זה משהו שטבוע בנו, במקרה זה, זה רתיעה מנכים, זה יכול להיות רתיעה מגזע אחר וכדומה.
החשוב הוא להבין שהאנשים "השונים" מאיתנו, בעצם לא כל כך שונים במהותם מעבר למגבלה הפיזית שלהם. ברגע שנפנים הבנה זו ונהיה פתוחים לקבל אותם כשווים, בעבודה שהם יכולים לעשות למרות המגבלה, בקהילה בכלל, אנו נתקדם צעד אחד קדימה, שיועיל לחברה כולה.

Creating the Change

The monthly Jerusalem ECI meeting was held on Monday, October 15th.

We discussed that the attitude of the employers should change and be positive towards employing disabled people, because it is worthwhile to them. That the laws today about getting a disability allowance aren’t ’ encouraging disabled to go and find a job. They should change to encourage disabled people to go and look for a job. The most important thing, now, is to be aware about this, to help and change each one of the readers the attitude in his or hers company, environment. If someone know a person with disability, to try and help them to be employed.

People with disability, should think positive and try to get a job, not to count only on others. They should study a profession that they like and can do with their disability and to stand on their right to work. Not to be afraid to explain the employer while the interview, that he/ she can do the job regardless the disability.

The social security helps with a special stipend so that employers can fit the workplace to the person’s needs. Some disabled people do volunteer work because they have this benefit. This is another great way to work, to contribute to society and to create value in each one’s life. The work is a tool to live in dignity and to inter act with the environment.

The next step is for us, through our government, to work on employers so that they will understand that it is important and worthwhile to employ disabled people.

It was apparent that finding work (and creating change) is not an easy task for people with disabilities - it requires a willingness to overcome hardships that originate not only from disability itself, but also obstacles created by prejudice and mistaken outlooks in society and fear to encounter and fight to overcome them in the hearts of people with disabilities themselves . This human revolution to persevere no matter what is what makes us truly human, no?

Just to clarify:

I think the most important point here is that disabled people, like everyone, need to struggle deeply to lead a satisfied life.    Some people have obstacles in the way of prejudiced and profit-centered employees. Others have the obstacle of being unable to persevere.  It is the journey, is it not, that is most important.  The life lessons, the joy of small victories. This is what everyone can understand because it is all about being alive.  

ECI is a great place for persevering towards your personal goals, because that struggle impact, in a good way, your community.  Never giving up on your dream, particularly if it is for the sake of peace, is a win-win for everyone.

The struggle...

I agree with your views, Stephanie, especially about the important point of disabled people need to struggle for having: satisfied life...I think that they should struggle more than a healthy person, to have those life, but they sure can have them if they won't give up.
We can help them by becoming less prejudiced and more open to the possibility that a disabled person can contribute no less than a nondisabled, if we let him and give him the chance...we just might be surprised how much he can.

3rd world/developing country

From my own view education is the key to bridging the divide not pity or undue sympathy. As Christopher Paul mentioned at times all that someone with disability may need could be a hug and before you know it he or she is a shining star.
If parents were enlightened enough they would not see a child with disability as a curse as in some cultures/in some places but rather as a point of reflection. I am looking at disability now from a developing country’s perspective or a third world as the nomenclature denotes. For example Eyal Shapira you are low vision impaired hear in Nigeria unless you are completely blind nobody will recognize with you as being disable. As a result if as a young child you bump into things the best that you will get is a knock on the head and a thick ear because nobody understands. So enlightenment would play a major role in making people understand that if given the opportunity every human has a purpose to fulfill if only given the opportunity.
With more enlightenment, the stigma and persecution will reduce if not eliminated completely.

disabled in the workplace

Thank you Eyal for your wonderful article. What you say is true. You see a lot more disabled people working here in the U.S. Disabled people finally have power in the government. There is another thing that I wanted to say. The other day I was driving to work thinking about all of my problems and feeling sorry for myself when I saw this disabled guy. He was walking with a cane and it was difficult for him. It was obvious that he was born with his disability. As he struggled along I thought to myself that life really does not own us anything. A person born with a major disability has to struggle all of his/her life just to survive. nothing is easy. Life is a struggle for all of us but for some it is a much harder struggle.

Appriciating our lifes..

Helen, thank you for reminding us the importance of appriciating our lifes, what we do have, our family, our health, etc.
Most of us who are healthy people, are taking it for granted, and usaully thinking on our "big problems in life, and suddenly like you saw this disabled guy....you take things into propotion....
It is important to appriciate what we have in our life and to continue struggling, while remembering that our "big problems", might be very small to another person, because he or she struggles with a much bigger problem!

The Earth Charter and the Integration of the Disabled

The Earth Charter points the way to building a caring and sustainable community.
To make this a reality we need to go beyond the divisions between people that enable us to feel superior. These can be divisions based on culture, race, religion, gender, age , health or anything else that differentiate between people like us and those who are different or strange in any way. People with a handicap are different .They can make us feel uncomfortable and frail by reminding us of our own weaknesses. When we are insecure, we prefer to be reminded of our strengths not how frail we are. We live in a materialistic, divisive society where greed and exploitation are threatening to destroy the planet, unless we can wake up fast and find a sustainable way to live together.
But there is great strength to be found when we can truly connect to the community of life and then learn how to respect each individual as a unique creation of nature. Each person has a story to tell us, we can learn from everybody, and in particular from those who are most different from us. The more we learn to appreciate life, the more compassion we will have. We shouldn't regard the integration of handicapped people in the workplace, as purely a technical problem, or a legal or social problem. We have to see it in the larger perspective as a real challenge on the way to building a caring and compassionate community. Widening our circle of compassion is the way to bring happiness to ourselves and others. Learning to understand and meet the special needs of handicapped people in the workplace and in the community at large, will help us move towards a much happier ,more diversified society where everybody can contribute and be creative.

How to do so?

EyaDennis, thank you for your input, it is very true, and I think the same. If we- the socaiety, will find the compassion within us to integrate disabled people in work place, not only they will feel appriciated and with dignity that they contribute and create value, but also their environment will see it and it will help to better the relations to create a sustainable community. Tonight we have a closing meeting in Jerusalem, and we will try to answer how we do it or try to do it. If you have any suggestions, it will be nice to read them.

 I think it comes down to individuals making themselves successful at living in their society.  Everything comes down to the Self and Other.  Polishing your self and helping others -- this is the way to develop compassion.  It is also the way to win in life.

Psychological issues

I suspect that the article is addressing a certain aspect of the problem - erroneous beliefs of the employers and their fears, but is forgetting another major factor - a factor I had come to face while inviting disabled people to the J-M ECI meeting: the ways disabled people view themselves, their disabilities, their salary, and contribution to society.
Both potential employers and people with disabilities grew up in one enviorement, and, unfortunately, they share the same prejudiced and mistaken outlook.
All these people - both employers and people with disabilities - could benefit from a shift in their outlook.

Jkitov, you are very right about the point that you raised. It is also a problem of the disabled people themselvs how they think on themselvs. It is also a problem of the social security that creates fear in the disabled people that they will loose their disability payment when they will start work...and if the employer will fire them after a month or 2, they will loose evan this simple "safety net"....I touched it at the end of my article, but I agree that my intention was to point out the miths are not true and that people with disabilities can contribute and it was prooven by at least 3 researches that was done at the USA.
I know myself, when I worked at Cellcom for e.g, I was usaully between the lead team that showed good results at work and got nice bonuses for that. I usaully found a way how to overcome my disability at work.

At the J-M Eci meeting we will raise some points and debate them.

Psychological stressors

This is an interesting topic I think.  There are so many factors that come into a great relationship between ourselves and our society.  Someone can be shy, anti-social, restrained, fearful or any number of reasons and ways to describe our relationship with our society, let alone the physical or mental disability.  In the end it is all about personally creating a good relationship with your society.  Perhaps it is the same for everyone then.  It could be the gift people with disabilities give to the world.   A chance to look at ourselves and take measure.

I think that the way we view

I think that the way we view ourselves and specifically the degree of compassion we have towards ourselves influences our expectations from other people. For example, if I find it hard to forgive myself for my own mistakes, I"m unlikely to be very forgiving or compassionate towards othersand I won't be particularly concerned with other people's problems including those with disabilities. International studies show (including some conducted in Israel) that people tend to be more compassionate towards others when they themselves feel secure in their relationships, whereas those who are overanxious or isolationists have much less compassion towards other people. More interesting is an experiment showing that merely reminding people of someone who gave them emotional support in their lives, makes people more likely to help one another i.e more compassionate.Therefore I think it's very important that we teach people (whether disabled or not) to be more compassionate.Then we won't be so uncomfortable about our own and other's weaknesses, and we will have the ability to do what it takes to integrate handicapped people into society.

Human Dignity

I think this is about valuing human dignity above all.

 The 12th Principle of the Earth Charter reads;  Uphold the right of all, without discrimination, to a natural and social environment supportive of human dignity, bodily health, and spiritual wellbeing. 

I think our global civilization needs to evolve to one in which human dignity is prized before everything else.  How do we do polish our own actions?  How do we help others treat others with dignity?

Eyal I think you are right about the dignity point.
I think that because our way of life today is too materialistic oriented, than the work and a profession of a person, is a big influence on his being perceived by the environment and by himself.

I think we achieve it through education, through way of life to see the other as a person regardless his origin or color, or gender or disability. It will take time, but we should try to apply it. We can help people that around us who have disabilities, to get to know them as a person, to see if we can help them get a job, or in their studies according to their abilities.

Spoken language is the worst form of communication because there is no true collection of words to express once self but we must try with this I will start with an old tail where I am from “a lady called out to a young man carrying a big bag on his head; young man with a back injury your load is slanting up there the young man now answered humorously; disregard the top of the load my sister the slanting goes all the way down to the base of my back” the young man had a hunch back and the lady did not understand but with a little humor the young man made her aware of the depth of his problem. What am I implying? Both those with ability and disability have to respect one another. At times, the reaction of the said able body is as a result of lack of understanding and if a disable takes offence and gives a negative response the line of communication may be broken. Unless we all try to embrace a common saying here in Nigeria that “there is ability in disability “ it would take a while before we see beyond the said impediment that being a disable cause in our society at large.

Pnina ,you are so right , Eyal, most of the people judge a person according to external parameters, of course, it all starts with education, since the kids are small.We as grown up people have alot to work on, when we change, the environment will change twards us.In Buddhist terms it's called "Oneness of Self and Environment";. Only when we see ourselves as worthy people can we reflect this feeling and pass it on to our serrounding.

Pnina, Thank you for your input, I agree with the idea of “Esho – Funi” you mentioned and not to judge someone according to his or hers appearance. Of course, each of us is influencing his environment, but my article is more about the responsibility of the environment (each one of us), to the other that is different from us, in this article, different because of a physical disability. We should be compassionate towards them, and accept them to a job offer according to their abilities to do the job well, and not according to how we think they might struggle or fail to do it as we want (we as employers). And let the person earn his dignity and be a part of his surrounding. If we develop this compassion, that I know it is a very important subject itself in the Buddhism, it will reflect on other matters in our life.

Sometimes, people take advantage of employing a person with disability. I was working as a customer relation manager for a month and a half, without proper training, my boss got my details from the blind service, he knew that I have a special program to magnify the screen in the computer, and he needed to buy a cheap part that will cause the program to work well with his computer. For a month and a half he promised me that he would buy the screen card, but didn’t. One day he “caught” me doing a mistake that didn’t cased him any damage, and he wanted to reduce my salary by a third! His partner tried to negotiate a compromise, that I will work less, but less salary. This kind of job you couldn’t do in a part time job, so I had to leave, and I understood that it might be his plan from the beginning, that I was suspicious that he interviewed only me…. The trust that was broken was really hard for me, and I knew that if I leave him it means a long search for a job again, if I stayed, it means that I allow him to take advantage of me and who knows what will be next on his plan, I choose to leave. I heard other stories. I wasn’t the only one. It is important that anyone of us will be aware in his environment, to help a person with disability to find a job, or to be treated as equal.

Perhaps some of the readers will like to share a story of his/ hers own, about any subject related: employing a disabled person – how it benefited them, a story he or she heard from a friend about trying to take advantage of their disability, etc.
Maybe about someone who found a job and how he adjusted to it, how his boss treat him, and the other workers. What are his difficulties, if any.

Taking Advantage of More Vulnerable Employees

Eyal,
Your comments reflect not only your incisiveness but also your deep understanding of the exloitation of workers who are more vulnerable than the norm.

Know that besides the disabled, many 'olim' immigrants in Israel, have recieved jobs that for three months are partially subsidized by the government and once the subsidy ends, so does their jobs. Unscrupulous employers would take on an employee in order to recieve government funding only to fire the subsidized employee when the employer wasn't getting a free gift from the government.

I agree with Pnina that it is a matter of conquering one's environment as opposed to having the environment conquer ourselves. Though obstacles in life are many and various, I do believe based also on personal experience that what I project is what I will receive.

This is shown in medical studies. Medicine has proven that among women undergoing fertility treatment, women with a positive attitude have a much higher rate of success than those with a negative attitude, and the women in both groups have the exact same medical conditions with the exact same physical make up. The only difference the medical teams found was the outlook/attitude of the women involved.

I bring this up because though the obstacles the disabled face in the working place can be and often are enormous, I am sure that these obstacles can also be eliminated over time with a strong "I can win over anything" attitude. Is this easy? For sure no. Is it possible? Definitely yes.
